🏛 Institute of Heraldry & Insignia
The Institute of Heraldry (TIOH) has supported the U.S. Army since 1919. It designs ROTC organizational flags, shoulder sleeve insignia (SSI), and shoulder loop insignia (SLI).
Organizational Flags, SSI & SLI
- Submit a memo and ROTC Request for Insignia form via your Brigade to the JROTC Directorate.
- TIOH will verify details with your listed point of contact.
- Upon approval, designs and vendor instructions are provided.
- Submit requisitions (DD1348-6) at heraldry.army.mil.
Note: Guidons follow a standard design and are submitted directly through heraldry.army.mil.
Procurement of SSI and SLI is handled via the TIOH Certified Vendor List.
Cost Guidance
- Design services are free
- Production is funded via JROTC budgets (MPA or donated funds)
- Flag/guidon replacement available every 5 years at no charge

Safety Rule Update
National Standard Three-Position Air Rifle Rules have been revised. Coaches and cadets must use the most current edition. Cadets are not authorized to install, remove, or fill CO₂ rifle cylinders.

CO₂ Canister Guidance
Improper installation may cause brass fitting separation. Follow procedures in the Daisy Avanti operator's manual. Never overtighten CO₂ cylinders.
Tip: Use liquid correction fluid to mark torque seal lines for visual safety checks.

Storage & Security Protocols
- Use CTA 50-909 to authorize and requisition rifle storage racks. Store dummy and air rifles behind locked doors with other government property.
- Security for .22 caliber rifles and higher must follow AR 190-11. All weapons (including air rifles) require double-lock systems.

🎓 Scholarship Opportunities
U.S. Army ROTC Scholarship
U.S. Army Reserve Officers' Training Corps (ROTC) scholarships provide full financial assistance for college tuition and mandatory education fees (or room and board). Scholarship winners also receive:
- $420/month tax-free subsistence allowance (up to 10 months/year)
- $1,200 annually for textbooks, classroom supplies, and equipment
Students may apply for the Four-Year Army ROTC Scholarship online between 12 June and 4 February at
https://hs.usarmyrotc.com.

Minuteman Campaign – GRFD Scholarship
The Guaranteed Reserve Forces Duty (GRFD) scholarship provides full tuition and fees or room and board (up to $12,000/year) for up to four years at a public or private school. This program supports the Reserve Components and strengthens the total Army force.
If you're a high school senior interested in commissioning into the Army Reserve, the GRFD Minuteman Scholarship offers an excellent opportunity.
