📘 Instructor Eligibility & Waivers

Eligibility Criteria

Noncommissioned Officers (E-6 to E-9) – Separated or retired within past 5 years with at least 8 years of cumulative honorable service.

Officers (W-1 to W-5, O-3 to O-6) – Same requirement: 8+ years of honorable service, separated or retired within past 5 years.

ARNG/USAR (Actively Serving/TPU) – Same eligibility plus Letter of Recommendation from current Commander and current DA Form 5016 or NGB 23A.

Refer to AR 145-2 and CCR 145-2 for instructor duties and program responsibilities.

  • Explanation of waiver need + desired location
  • 2 Reference letters
  • Physical exam (CCF-211R) within last 12 months
  • DA-style photo in ASU or professional attire

Pay & Compensation

Army JROTC cost-shares newly hired instructors under a 10-month (300-day) or 11-month (330-day) contract. Pay is based on the standardized JROTC Instructor Pay Scale (JSIPS).

Administrative Requirements

Access to these courses is granted once hired.

Applicants must have a DMDC DS-Logon “Basic account” to use JQUIP. Register via the login page if needed.

Note: Portal reopens August 1, 2025. Ensure your status reads “Application Submitted” to confirm completion.

Upload Requirements

  • Photograph: DA-style photo in Army Service Uniform (4″x6″, ¾ body), taken within 1 year. Include name, rank, and date.
  • Last 3 consecutive official evaluation reports (academic included). Upload as separate files. If missing, include MFR.
  • Most recent Records Brief (ORB/ERB/Soldier Talent Profile)
  • Retirement Orders, Separation Orders, DD 214 (Member 4 Copy)
  • DA Form 5500 (Male) or DA Form 5501 (Female) — Body Fat Worksheet, dated within 6 months
  • Official transcripts showing degree awarded, signed by registrar
  • Physical exam (not PHA) within last 12 months using:
  • VA Rating Decision if awarded 30% or greater

  • DA Form 5016 – dated within 90 days
  • NGB Form 23A – dated within 90 days
  • Letter of Recommendation from current Commander (must include years served, character of service, and current rank)

Online Training

Interview Process

  • Applicants must complete an interview conducted by a certified interviewer after notification from Cadet Command.
  • Applicant must be in Army Service Uniform.

🛡️ Background Checks & State Forms

Federal Requirements

In accordance with DoDI 1402.5 and DoDI 1205.13, Tier 1 with Childcare investigations are required for non-sensitive positions per DoD Manual 1402.05 and Title 32 CFR Part 86.

Applicability

All individuals who regularly interact with children under 18 in Army-sponsored programs must undergo initial background checks and periodic re-verifications. This includes JROTC instructors and others expected to have regular contact with minors.

Important Notices

  • DO NOT download or submit any forms until you receive a notification letter from the Chief, Instructor Management Division.
  • Current JROTC instructors are not considered “new hires” but still require checks. Transfers do not exempt them.
